It is as if it can't find something critical and that throws up the Quality Of Service error. It will happen intermittently at the point I open a document or save it in any application at the point I open the Open or Save dialog box. I do use Dropbox and had seen reports of problems like mine with the Dropbox helper running so I have disabled that but no success.
